Prerequisites
A Computer Science 4 year degree is usually required. While earning the degree, certain languages will be learned and a proficiency gained. The employer, usually will test for proficiency before hiring. The languages typically required are: HTML, DHTML, XML, server side languages (i.e., PHP, ASP, .NET, PERL, CGI). Sometimes experience using development tools such as Dreamweaver is a plus.

Certification Programs
There are no universally recognized certification programs for the various languages except Microsoft .NET Framework. Certification is required for Microsoft >NET programmers. The certification within .NET is for Visual Basic and C# (a derivative of C++) .
MS .Net Framework Microsoft Certified Solution Developer (MCSD) for Microsoft .NET candidates are required to pass four core exams and one elective exam. The core exams provide a valid and reliable measure of technical proficiency and expertise in developing and maintaining enterprise applications that are based on Microsoft development tools, technologies, and platforms on the Microsoft .NET Framework 1.0 and Microsoft .NET Framework 1.1. The elective exam provides proof of expertise on a specific Microsoft server product. Job Description (example)
The ideal candidate would be a C#/.NET developer with experience building production, commercial-quality web based applications. Applicants must be comfortable with SQL syntax and SQL Server or Oracle. The candidate needs to be flexible and open to new ideas or change with the passion and drive to excel in their career. Web designers are responsible for creating the look and feel of World Wide Web pages for a client's Web site. This involves developing a graphic design that effectively communicates the ideas being promoted by the Web site. A web designer may take part in the initial planning of a Web site, meeting with the client to discuss ideas for the layout and organization of the site, the types of colors or images to use (photos, illustrations, videos, etc.), and other matters concerning overall graphic design. Sometimes a web producer has already developed a basic concept for the web page. In this case it is the web designer's task to create a design that matches the producer's ideas. Once the basic concept is agreed upon, the web designer must collect the text documents and images that will appear on the page and convert them into a form in which they can be viewed. This requires a mastery of HTML (hypertext markup language), the computer language used to create web pages. The designer must also have knowledge of the most current HTML extensions-programs that make it possible to add special features to web pages such as animations and interactive surveys. Because a Web site may incorporate a variety of different functions, including clickable e-mail contacts or the ability to download files to a computer, the designer must have a working knowledge of FTP (file transfer protocol) and other programs that enable these functions to work.

Generally, the screen reader software such as JAWS and/or available screen magnifier can be used for screen layouts. Visual viewing of the web layout and graphics is required. For a blind person, this can be restrictive. Graphic software understandably does not concern itself with accessibility issues. Web graphic feedback on design will need to be accomplished by other worker review and comments.
